The Reference Data Governance Head is responsible for defining the overall reference data governance strategy, creating standards, and establishing frameworks to govern and manage reference data across all lines of business and corporate functions. The Head is also responsible for ensuring compliance with Firmwide and Reference Data Standards across all Reference Data Domains and lines of business, as well as identifying and escalating compliance gaps to senior management. The Head will also work with the Firmwide Chief Data Office and Data Domain Executives for Reference Data to enable the adoption of Firmwide Data Management standards across all Reference Data Domains. This role reports directly to the Reference Data Chief Data Officer.

 

Responsibilities

  • Define the long-term, strategic objectives of the reference data governance program
  • Partner with Global Reference Data Operations (GRDO) Controls & Business Management to ensure adherence to JPMC control standards, policies, and procedures across all Reference Data Domains

  • Improve / enhance Risk and Control Self Assessment (RCSA) coverage of data-related controls across GRDO

  • Establish program to continuously assess risk profile and effectiveness of controls across GRDO

  • Provide guidance and oversight regarding data privacy procedures and controls

  • Serve as control point of contact for audit, compliance, legal, and Firmwide Data Management  

  • Monitor adoption of Firmwide Data Management standards across all Reference Data Domains

  • Create and syndicate the Reference Data Standard; update Standard and procedures based on stakeholder feedback; develop change management processes to ensure Standard is up to date

  • Partner with LOB Chief Data Officers to create and maintain procedures to aid in implementing the Reference Data Standard

  • Develop guidelines for Data Domain Operations stakeholders to identify and remediate gaps in compliance between existing practices and the Reference Data Standard

  • Ensure gap analysis is completed in full and on time; identify and escalate risks associated with delayed gap remediation

  • Ensure that implementation of Firmwide and Reference Data Standards and procedures is sufficiently documented; monitor and report on adoption progress

  • Identify risks and control issues that emerge as a result of implementing standards; serve as an escalation point for all implementation-related issues; proactively develop and deliver solutions to those issues

  • Based on pace of progress of implementing standards/procedures and remediating compliance gaps, identify and communicate risks of not meeting milestones/deadlines set by GRDO, other functions, and/or shared with external regulators

  • Escalate issues/roadblocks to appropriate stakeholders as necessary

  • Ensure ongoing compliance of Reference Data Domains, LOBs, and Corporate Functions with Firmwide and Reference Data Standards

 

 

  • Bachelor’s degree and significant experience leading enterprise-level data governance programs and creating data management standards, policies, and procedures, preferably in a financial services organization
  • Relevant risk management experience/awareness and knowledge of operational risk frameworks, preferably through experience in a risk management or audit function
  • Strong project management experience, preferably in a cross-LOB/function role
  • Track record of execution against set milestones
  • Excellent relationship management and influencing skills
  • Ability to prioritize and manage expectations
  • Familiarity with reference data, end-to-end reference data flows, and reference data domain-specific expertise is preferred but not mandatory
  • Very strong written and oral executive-level communication skills, including the ability to quickly adjust messages based on different audiences and agendas
  • Familiarity with firmwide and industry trends, issues, practices, and new technologies
