Compliance Surveillance plays a critical role in the successful execution of the firm's compliance mission.  The Compliance function ensures the development and maintenance of a strong compliance culture by developing and maintaining program infrastructure that identifies, measures and monitors compliance with applicable laws, regulations and rules that govern our business globally. Compliance teams work closely with business, legal, risk, and audit functions to provide expertise on regulatory compliance matters, assess and measure compliance and related risks, and monitor and test the adequacy of the firm's compliance control environment.
 
The EMEA Compliance Surveillance team (“Surveillance”) monitors and analyses the sales, trading and banking activities conducted by the Corporate Investment Bank as well as undertaking the surveillance of electronic  communications (e.g. e-mail, Bloomberg etc.) and telephone communications.  Surveillance utilises and develops electronic tools and integrative techniques to detect potential and/or actual violations of firm policy and legal/regulatory requirements. Surveillance works in close partnership with various Compliance teams and groups across the Firm.
 
Position Description:
 
 
This role provides the opportunity to work within an control function that facilitates the building, delivery and maintenance of technology & business related strategies supporting Compliance Surveillance. The primary objectives of the role are to liaise with the Compliance, Business Lines and Technology (LOB/Regional Compliance officers, Compliance Senior Management, and other Functional Groups as well) to support the development of Surveillance related solutions. The role will assist in communicating the value of strategic Surveillance practices and technology investments through the use of rigorous project management capabilities directed to a wide range of global stakeholders.  This role will have key strategic focus on EMEA regulatory requirements surrounding MAR and MIFID II.
Responsibilities:
  • Support collaborative efforts across the Compliance and Technology organizations to design processes and tools that apply best practices and consider the needs of the business and changing regulatory standards
  • Build and maintain key relationships and serve as a coordination point between the LOB/Regional Compliance user community and Technology in support of business process changes, technology builds and enhancements
  • Develop and maintain best-in-class operating protocols and manage critical aspects of the Compliance  & Technology development, including the design of business requirements, user acceptance testing, and implementation
  • Coordinate with Compliance & Technology partners on functional design, build, testing processes, communication, training, system implementation and business rollout.
  • Develop and maintain detailed project plans, issue/risk logs, communication plans, and other best practices project management artefacts by partnering with Compliance and Technology partners
  • Develop PowerPoint presentations to communicate key messages on the value of Compliance Technology solutions concisely and clearly to varying stakeholder groups
  • Develop routine monthly MIS and ad hoc reporting for LOB Compliance business teams and Practices Management and create and maintain reporting metrics on Operations Support related activities, including production issues, trends, impacts, fix timelines, and priorities
  • Keep abreast of global industry and regulatory developments regarding compliance solutions that promote an environment with leading-edge compliance risk management practices and tools
  • Work with Training partners to develop ongoing relevant training for Compliance professionals with respect to technology changes driven by improved functionality, enhanced standards, and best practices
  • Work with Compliance and Technology to develop detail communication plans and supporting materials to facilitate the seamless transition to the new approach
  • Strong desire to work in a Surveillance team with good investigative instincts and background.
  • An understanding of markets and trading,
  • A desire to learn and the ability to clearly communicate issues with Compliance and business colleagues. 
  • Non-English language skills would be desirable but not essential. 
  • Deeper knowledge of specific sectors – Foreign Exchange and/or Fixed Income
  • Broad knowledge of how these products are valued, the markets in which they are traded, typical trading and investor strategies.
  • Good working knowledge of the applicable regulatory principles and rules
  • The candidate must possess: (i.) initiative and judgement; (ii.) the ability to prioritise conflicting demands, organise one's agenda and work under pressure; (iii.) the relationship management skills to deal with management and build partnerships with other departments; (iv.) the ability to work in teams and the readiness to share knowledge; (v.) good oral and written communication skills; and (vi.) intermediate to advanced Microsoft Excel skills.
  • Experience in the development and implementation of system enhancements would be an advantage.
