The Regulatory Capital Policy & Oversight team seeking a Senior Executive Director or Managing Director  to lead the provision of advice to and oversight of the Markets Business within the Corporate & Investment Bank (CIB) and the Market Risk practice within Risk Management with respect to U.S. regulatory capital matters.  This individual will also lead the team’s initiative to expand the support provided to Finance, Front Office and management teams in the EMEA and Asia Pacific regions with respect to the application of both local and U.S. regulatory rules. 


RCMO is a Firm-wide group within Corporate Finance that is responsible for overseeing the RWA and capital measurement processes across the Firm, and helping ensure efficient and appropriate management of the Firm’s capital. Within the RCMO, the Regulatory Capital Policy & Oversight team is responsible for:

  • Providing interpretations of the U.S. capital rules for current, pending and proposed transactions in support of Front Office, Risk, Finance and Technology organizations across Lines of Business
  • Overseeing and coordinating the activities of established teams in Finance and Risk to ensure compliance with U.S. regulatory capital requirements
  • Liaising with the U.S. regulatory agencies regarding, regulatory examinations,  model changes and ad-hoc inquiries
  • Supporting regional Finance, Front Office and management teams across the globe with respect to application of both local and US regulatory capital rules.

Manage a global team responsible for:

  • Providing interpretations and guidance on the U.S. regulatory capital treatment of global activities of the Markets Business as well as large or novel transactions, partnering with internal Front Office and Finance teams as well as internal subject matter experts
  • Providing support to and oversight of the Market Risk practice with respect to compliance with U.S. regulatory capital requirements, including playing an active part in the model risk governance framework
  • Across the EMEA and Asia Pacific regions:
    • Providing interpretations of local regulatory rules with respect to: (i) proposed transactions; (i) local regulatory rule changes; (iii) capital allocation and efficiency opportunities; and (iv) evaluation of local regulatory capital implications for expansion, growth, or contraction plans
    • Identifying, tracking and limiting significant differences in application between U.S. and local regulatory requirements
    • Supporting local Finance teams in maintenance of regulatory capital policies under local requirements
    • Providing assistance with host country regulatory queries and exams.
  • Maintain awareness of new and emerging regulatory capital matters and dissemination of relevant information
  • Proactively understand the activities of the Markets Business and the Market Risk Practice and how it impacts the Firm’s capital position
  • Participate in industry peer group meetings in the EMEA and Asia Pacific regions on relevant regulatory capital issues.

  • Minimum of 10 years of relevant work experience
  • Product knowledge in the following areas; derivatives, securities, secured financing transactions and loans
  • Strong understanding of the Basel II.5 and III capital requirements (U.S. or other application thereof) in the following areas; counterparty credit risk; wholesale credit risk, market risk, GSIB, and leverage ratios
  • Strong leadership skills and previous experience of managing teams, preferably across different regions
  • Excellent interpersonal and communication skills (both written and oral)
  • Strong analytical skills and the ability to develop solutions that appropriately balance pragmatism, commercial reality as well as technical purity
  • Strong organizational, multitasking and prioritization skills
  • Strong MS Office skills (Word, Excel, Power Point, Project and Visio)
  • Bachelor's degree required
  • Banking and finance experience with either a leading banks or a Big Four accounting firm strongly preferred
