Human Resources Service Delivery, APAC Business Travel Tax Program – Project Manager - VP, Hong Kong/Singapore

Job Description

The Global Business Travel Tax team is a newly formed specialist function with the Human Resources function. The creation of this new team is in recognition of the increased focus from tax authorities on tax reporting and withholding requirements for business travelers. The newly formed team will be responsible for introducing a phased implementation of the program across the APAC region – this will include providing guidance oversight, analytical support, liaison with tax experts, operational support for escalations and vendor management (of an outsourcing partner).

This role will report to the APAC Head of Human Resources Service Delivery and will help drive global implementation, support the selected outsourced vendor, coordinate across all program work streams, drive the set-up of ongoing processes for BAU, and manage other required program functions. The role will also support APAC regional managers with setting up operational procedures and implementation support including identifying tax liabilities in relation to business travel by employee base in partnership with outsourced vendor. From a regional perspective, the position will define the BAU operations (people, process, technology and controls framework) to support all facets of the JPMC Business Travel Tax Program including: coordination between internal and external stakeholders (including Business Traveler Teams, local/ USA payroll teams, Corporate Controllers, Expatriate Teams) in transmitting various data feed to the third party vendor in order to track potential tax liabilities for JPMC and its employees; correspond between global and line of business partners to help manage tax compliance and reporting; and to be a point of contact for organizational change and communication teams.

Key Responsibilities:

Strategy/leadership

•Partner with outsourced vendor in defining process design for APAC and finalizing program documents and validating objectives and program follow ups

•Build strong business partnerships with regional payroll operations; Line of Business coordinators and all other regional partners responsible for processing the tax obligations for individual employees.

•Define regional service delivery model changes, and organizational design, as necessary

Program and operations management

•Lead process design activities for the Global Business Travel Tax Program Policy and Process work stream

•Draft technology requirements arising from Business Traveler Program; working with the technology teams to identify the technology solutions needed to support the business process

•Maintain and manage program risks, actions, issues, and dependencies

•Drive execution of business requirements definition and identify gaps

•Conduct program analysis as necessary in support of program needs

•Provide program support to the APAC work stream leads

•Drive processes toward Operational Excellence through standardization, automation, etc.

•Provide PMO activities for HRSD including but not limited to: drafting of project charters, development of project plans, monitoring progress to plan, attending all project meetings and capturing and distributing succinct meeting minutes/action items

•Coordinate SOP reviews and drive team to include appropriate level of detail and accuracy for operational readiness

•Define operational metrics to measure program success and conduct associated research

•Define/ Drive/support APAC UAT execution and management

•Assist in developing operational readiness checklist for the program

•Assist in program launch activities

Change management

•Provide inputs into change control process across the program ensuring all changes to requirements are properly vetted with program leads and approved by the Steering Committee

Project/program management:

•Strong Program Management, Implementation, and/or Operations experience or other relevant industry/consulting experience

•Strong experience in a fast-paced environment driving large scale transformation initiatives including implementing programs in a phased approach and managing multiple stakeholders and deliverables

•Strong solution and goal-oriented approach with ability to facilitate meetings and assist with keeping team leads on course and follow through with meeting objectives

•Excellent judgment skills necessary in order to facilitate timely issue resolution related to the implementation and assist with escalation to the program lead

Problem solving and analysis:

•Strong analytical skills to carry out program analysis (i.e., analyzing and interpreting numerical/non-numerical data) in support of the program as needed

•Competent in numerical analysis including use of excel; ability to identify issues, root-causes and propose hypothesis driven solutions based on strategic decisions undertaken for the program

•Excellent attention to detail and ability to follow through and resolve issues in a timely manner

•Strong attention to detail with eye for spotting errors and redundancies in end-products

Interpersonal/communication skills:

•Demonstrates excellent written and verbal communication skills to effectively communicate with all levels of management

•Confident speaker with ability to provide clear and succinct verbal updates on their work to different program stakeholders

•Advanced Power Point skills – able to create individual slides and structure presentations with minimal input and need for secondary review

•Develops visually appealing & ‘management-friendly’ end-products

•Strong interpersonal and vendor relationship management skills

Working style & influence:

•Strong relationship and influencing skills necessary to gain respect of work stream leads, subject matter experts across various functions, as well as the program steering committee

•Ability to work comfortably and confidently under pressure and aggressive deadlines

•Ability to handle multiple work streams and manage personal time & stakeholder expectations to deliver against each

•Safe pair of hands – manages/tracks deliverables and proactively follows-up and provides updates

•Ability to multitask and meet multiple deadlines in a fast-paced environment with changing initiatives

Qualifications:

•Post-graduate/MBA (or Bachelor’s degree with at least 7+ years of relevant experience)

•Management/IT consulting/strategy & operations background preferred

•HR Operations/tax/payroll background a plus
