CIB Risk - Firm Wide Legal Entity Operational Risk, Vice President - Hong Kong

Operational Risk Oversight (ORO) is an independent oversight function regarded as the 2nd Line of Defense that proactively identifies, assesses, and oversees the mitigation of Operational Risks (OpRisk). There are over 30 international legal entities (LEs) which have explicit operational risk management regulatory requirements.  In many cases, these requirements may be satisfied by firmwide practices and in other cases, activities and deliverables unique to the legal entity are needed.   In partnership with Corporate Operational Risk (COR), ORO is establishing a global, firm wide team responsible for understanding those requirements and for developing and maintaining a preferred practice framework which is transparent, understood and consistent with COR standards. The LE OpRisk team will work in close partnership with COR, LOB OROs, Oversight & Controls as well as other Risk/Control colleagues to ensure an appropriate framework exists and is implemented to effectively manage LE OpRisk.


Role Responsibilities

  • Develop and drive the implementation of a firm wide LE risk framework that encompasses a LE requirements inventory, deliverables calendar as well as LE RCSA, OpRisk Appetite, Key Risk Indicators and Scenario/Stress Testing as required.
  • Design LE OpRisk reporting structure and standards framework; oversee event reporting requirements; and coordinate LE and Country data extraction to ensure consistency and quality.
  • Identify and promote awareness of LE regulatory requirements and developments in region and ensure risk management evolves to address these requirements.
  • Manage submission process for LE OpRisk deliverables (e.g., ICAAP, Pillar 3, ad hoc OpRisk requests, etc.) and facilitate data validation, language translations, approvals and review logging/tracking, and consistency checks.
  • Build and maintain strong relationships with stakeholders to facilitate open information channels and to leverage existing initiatives.
  • Lead regional OpRisk training and communication of COR standards (e.g., RED events, Executive Reporting, RCSA Independent Challenge, etc.). Collaborate and coordinate closely with LOB ORO and control partners to ensure standards are understood and applied consistently across LEs, LOBs and functions.


  • As part of a small, hands-on team, the successful candidate will be proficient in the execution and delivery of a project/task as well as its planning and coordination.
  • 5+ years of strategic or project management experience with relevant business, technical or risk/control skills gained in an international financial services firm.
  • OpRisk experience a plus.
  • Language skills:  Mandarin and/or Japanese
  • Strong understanding of international markets, regulatory environments, and best practice risk and control management.
  • Ability to collaborate effectively with stakeholders across all levels of organization.
  • Excellent communication and strong influencing skills (written and verbal) with ability to challenge the status quo, gain consensus and drive change
  • Strategic and independent thinker with ability to frame end to end solutions and execute.
  • Proven ability to critically analyze data from disparate sources against standards, highlight anomalies and drive solutions.
