Mortgage Banking Capital Markets - Compliance Manager - Vice President - Jersey City, NJ

Job Description

The Capital Markets Compliance Manager is responsible for conducting compliance related monitoring and ongoing analysis of the line of business’ compliance with related broker/dealer regulations as well as mortgage banking and consumer protection based regulations for mortgage banking secondary market securitization and agency sales. The successful candidate will have a strong regulatory skillset and assist the business by advising on federal and state regulation implementation, conduct annual compliance risk assessments and participate in the evaluation of compliance impacted issues and action plans, new and enhanced mortgage products and business initiatives. A proactive approach to assessing and managing compliance risk is a key attribute required for this role.

Functional Responsibilities:

o    Ability to assess and functionally plan for large scale regulatory implementations, such as the Volcker Rule, Reg X, TRID and HMDA

o    Coordinate and review loan attributes on specific loans having compliance questions raised by Capital Markets

o    Develops, executes  and documents monitoring of compliance with key federal and state regulations in accordance with the Firm’s Compliance Monitoring guidelines

o    Review new and changed regulations for applicability to specific processing areas within Mortgage and Capital Markets 

o    Assess the effectiveness of procedures created to comply with new and changed regulations

o    Assist in internal audit and regulatory exam preparation

o    Maintain knowledge and understanding of new and updated federal and state laws and regulations

o    Assess compliance impact of critical systems implementations and enhancements

o    Assess compliance impact of new or enhanced products as they are reviewed through formal governance functions.

o    Build dynamic relationships with associated business partners, legal, control and risk functions.

o    Ability to work as a proven compliance professional with minimal supervisory guidance.

o    Oversee effective business issue resolution with regard to compliance impacted issues.

·                     Bachelors Degree or equivalent work experience in former mortgage compliance roles

·                     Mortgage Banking Capital Markets, Originations and Regulatory Compliance experience (7 - 10 years)

·                     Extensive knowledge of federal laws and regulations governing the mortgage banking industry (including but not limited to HMDA, RESPA, TILA (TRID), FCRA, GLBA, SCRA, FDPA, HOPA, etc.)

·                     Extensive knowledge of FNMA, FHLMC, FHA and VA guidelines

·                     Strong research skills

·                     Strong verbal and written communication skills

·                     Proficient in Microsoft Word, Excel and PowerPoint

·                     Strong Project Management Skills

·                     CRCM certification beneficial.
